In a small bowl, whisk the olive oil, lime juice, minced garlic, salt and pepper.
Make the slaw
Thinly slice the red cabbage.
In a large bowl, combine the sliced purple cabbage, grated carrots, chopped red onion, chopped cilantro, and chopped jalapeño pepper. Toss to combine.
Pour the dressing over the cabbage mixture and toss until everything is evenly coated.
